ADU Plans

Some preapproved house plans are available at little or no cost from other Oregon communities. After a local review, these plans could also be used here. The main consideration is whether they meet Northeast Oregon’s requirements for earthquakes, wind, and snow loads.

DIY builders may find preapproved plans especially useful, particularly the free options for simple, straightforward designs.

Preapproved plans can spark interest and encourage people to reach out to the local jurisdiction with their project ideas.

Removing conditional use permits, waiving sidewalk requirements, and reducing SDC fees had a bigger impact on ADU development. Communities offering preapproved plans often combine them with additional measures. They may require long-term rentals and share rental data to track whether the strategy helps increase moderate-income affordable housing.

Most people who started with preapproved plans made some changes, which sometimes required extra permit review. Minor non-structural updates, like adjusting a closet, often don’t add any cost.

Research in other Oregon communities shows that having preapproved plans alone was not enough to encourage ADU development.

Allowing ADUs and updating local building codes and permit processes can help prevent housing shortages and support families who want to stay in their communities. By planning carefully and maintaining local oversight, towns can add housing options without changing their character. ADUs provide flexible, affordable living spaces for multi-generational households, caretakers, or renters, helping communities address housing needs responsibly.
